Urgent Appeal Case: AHRC-UAC-046-2010 ISSUES: Disappearances; illegal arrest and detention 16 April 2010

The Asian Human Rights Commission (AHRC) has received information regarding the illegal arrest, abduction and disappearance of two persons from the Baloch Nationalist Movement on two separate occasions in April. Eyewitnesses in both cases saw the arrests carried out illegally by persons in and out of uniform, and the family of neither man have been contacted by the authorities responsible. The local police stations have refused to file First Information Reports in both cases.
Military and security agents remain largely unchallenged by the government on their high rate of illegal arrests and abductions – often with the help of uniformed police. This is despite a Supreme Court order in February for police cooperation on the issue.
CASE DETAILS: (Based on reports received from the victims' families and media sources)
Mr. Mahboob Ali Wadela (pictured left) is a senior member of the Baloch National Movement (BNM), which is part of the Baloch National Front (BNF), a nationalist movement struggling for greater autonomy of the province. He had been traveling in a passenger vehicle in Karachi bound for Gwader, a port city in Balochistan on 2 April for just a few minutes when it was stopped by uniformed police from Maripur station in Yousuf Goth.
According to passengers on the bus two vans resembling army vehicles arrived at the scene almost immediately and plain-clothed persons emerged and began to check the identity cards of the passengers. When they came upon Mahboob they reportedly pulled him from the bus with his luggage and drove him away in one of the unmarked vehicles. The passenger vehicle was then prevented from leaving the area by police for some time.
When Mahboob was identified, according to the driver and passengers, one of the plain-clothed persons had announced 'that’s the one we’re looking for'. The eyewitness account of the passengers, from Vsh News on 4 April, can be seen here with English subtitles:
Speaking to media, the victim's brother Mr. Faisal Baloch has said that Mahboob was in Karachi for medical treatment for kidney pain and was intending to return after a short trip to Balochistan. The family does not know why he was arrested and has not been contacted with information on his whereabouts. They fear for his security in illegal custody and are concerned that the medicine that he needs may not be made available, which could also put him in danger.
Although Faisal tried to lodge an FIR at Marripur police station – in the area of the abduction – police refused to comply. After his insistence they filed a written complaint in the Roznamcha or daily police diary which can be seen here, along with a seating plan from the bus company, bearing Mahmood's name (No. 6). No FIR has yet been registered.
Mahboob's mother, Mrs Shamim, has written appeals to the Sindh High Court, the Chief Justice of the Supreme Court (seen here), the prime minister, the provincial minister of the interior in Sindh and various other authorities to ask for information and assistance in locating her son. She has received no response.
Mir Bohair Bangulzai, another member of the BNF, was abducted from his car on Thursday 1 April 2010 from Askari Park in Quetta, Balochistan. According to eyewitnesses he was driving home when he was stopped by uniformed police officers. Persons then emerged from a double cabin Toyota Hi-Lux jeep and despite the efforts of passersby to rescue Bangulzai, abducted him and drove away. The vehicle was driven by a person in plain clothes who identified himself as Frontier Corp (FC) personnel.
Though man's relatives have contacted the local authorities, Quetta police have illogically and illegally cited false police procedure: they have told relatives that they will investigate the incident before they file an FIR. ADDITIONAL INFORMATION:
A Baloch National Front spokesman has announced the group's suspicions that the abductions were perpetrated by intelligence agents and linked to a proposed memorial meeting of the Shuhada-e-Murghab (Martyrs of Murghab) a Baloch nationalist group on 3 April in Gwader, Balochistan. A petition to locate and rescue the two men can be found here.
The government of Pakistan recently announced the formation of a three-member Commission on disappearances which will be headed by a by former Supreme Court Judge and two retired judges from the high courts. As previously noted, the commission faces extreme institutional indifference and must be given full administrative support if it is to fulfill any of its responsibilities meaningfully.
SUGGESTED ACTION:
Please write letters to the authorities listed below demanding an immediate investigation into the abduction of the two men, and the involvement of state agents and police in their disappearance. The men must be located and safely released and those proven to be responsible must face legal sanctions. Please also ask the new commission on disappearances to look into this case.

Spilling acid attack on innocent children in Dalbandin as barbarism Baloch youth should take a stand against barbaric people : BSO (Azaad) Baloch Student Organization (Azaad) in a central statement has regarded the incident of spilling acid on innocent children in Dalbandin as barbarism and has said that few religious fanatics with the support of Pakistan’s secret agencies have begin Inhuman and Un Islamic activities through abolishing Baloch norms and values, and in order to bring an end to such barbarism Baloch youth should take a stand against these Barbaric people, so that Baloch nation remains safe from the black deeds of these religious fanatics. Central spokesperson further said that previously the Pakistan state agencies officials in Dalbandin have been continuously involved in extremely unethical activities such as taking photographs and hooting Baloch female students who have to cross by their army check post in order to reach school. The silence of the people of Dalbandin on such activities have made the occupying forces more courageous and now every second day they are threatening Baloch people using the names of different Baloch tribes and are openly distributing intimidating pamphlets in markets and roads with the help of few local conscious less people, and with the help of the traitors the officials are abolishing Baloch traditions and ethical values. Therefore in order to counter this alarming situation Baloch youth should arise in order to safeguard their mothers and sisters. |

Another attack on Baloch students in Punjab. The students wing of Punjabi political leader Nawaz Sharif, the former Prime Minister of Pakistan has attacked Baloch students in Government College of Technology Faisalabad’s hostel, badly injuring Ahsan Baloch, Chengez Baloch, Ahmed Baloch and Ajmal Baloch, who are members of Baloch Student Organization (Azaad). The planned assaulters warned all the Baloch students to leave Punjab immediately and chanted slogans against veteran Baloch leader Baba Khair Buksh Marri, Balochistan and Baloch people. Previously Baloch students have been assaulted in different cities of Punjab and several Baloch students have been severely injured due to these attacks, whereas these attack are being carried out with the support of most powerful Sharif family in Punjab who have strong relationships with Pakistan army. The culprits are not only being safeguarded by Pakistan’s bureaucracy but are also being encouraged to torture Baloch students in Punjab. Baloch students who have very few institutions to get enrolled in, are forced to go to Punjab in order to further their higher studies, but the threat to their lives in Punjab is darkening the future of Baloch students who would be having no access to higher education. Baloch students in Punjab should be treated as foreign students and the threat to their lives in not only threat to the lives of Baloch students but it is a threat to the lives of every foreign student who have left their countries to acquire higher education. Baloch Student Organization (Azaad) appeals all the foreign students around the world to stand against these inhuman activities of Pakistan and stand together to further the voice of humanity. |

Crack-down in Pasni against Baloch political activists, several arrested  occupied Balochistan: Pakistani police and coast guards have started a gruesome clampdown against BSO-Azaad and BNM activists in the town of Pasni, Balochistan. The uncivilised Pakistani police and coast guards personnel have severely tortured innocent Baloch women and children during the raids on their houses. Hundreds of Baloch women and children took to streets and staged a six hour sit-in protest in front of Pasni police station. They said that police and Coast guard have raided several houses of, mainly, BSO-azaad and BNM activists and arrested six people including an 18 year-old student of 8th class Saghir Bashir Baloch, the rest of the arrested people have been named as Nizam Nazar (secretary general of BSO-azaad), Amir Bux Baloch, Usman Baloch, Adnan Baloch, Sher Jan Baloch and Dilbar Baloch. They alleged that the police have broken into houses by smashing doors, windows and jumping the walls and they’ve severely beaten Baloch women and harassed children during the operation.
The Baloch women and children chanted slogans against the police and coast guards and blamed the Pakistani security forces of violating the law and disrespecting Baloch traditions. They said that Police and Coast guards have beaten up and ill treated respected Baloch women during the raid on their houses. They said the entire town of Pasni have been handed-over to Coast guards.
The residents of the vicinity and political parties have announced that today (Friday) there will be a complete shutter down and wheel jam protest in Pasni town and surrounding regions.

Occupied Balochistan: According to reports from different parts of Balochistan, Pakistan and Iran, both, have launched a massive joint military operation in all districts of Pakistani occupied Balochistan in which heavy military war equipments are deployed, jet fighters, gunship helicopters have been seen flying over the skies of Balochistan. All military camps have been put on high alerts. Reinforcing and increasing the number of forces, particularly coveys of the hardcore conventional forces, from all direction of Sindh, Sarhad and Punjab joining boarders, tanks and artilleries have been seen heading towards strategic areas of inner Balochistan, where they are likely to meet Baloch resistance forces.
Iranian air force and Revolutionary Guards in a massive scale are also mobilised to take part in this gory operation in the arbitrary border areas of occupied Balochistan, against Sarmachars, (the freedom sarmachars). In Mand, a border town between Iran and Pakistan, our reporters have informed Radio Gwank that Iranian air fighter jets have been seen low flying over Mand sky yesterday at 12. The Areas between Panjgoor and Awaran, particularly Gichk town are under the virtual siege of Pakistani occupying forces. Reports are also coming from Taptan Mashkil, Zamuran of Newano Bualaida, forces are preparing for an incursion into Pakistani occupied areas to enforce Pakistani forces engaged in the operation.
According to our reliable sources, the main objective of this brutal operation is to expel Sarmachars from cities, towns and villages of Balochistan where frequencies of urban attacks against Pakistani forces have recently increased. But when Radio Gwank contacted a spokesperson of a resistance force, about this operation, he said the coward Pakistani and Iranian forces are depending on their air forces. Otherwise their armed forces are of no match to Baloch Sarmachars. Baloch Sarmachars are a defensive force, engaged in a struggle to expel the occupying alien forces from Baloch homeland. It should be remembered that the strategic dialogues between Pakistan and the United States took place, are feared that all American sophisticated weapons have been consented by US administration to be used against Baloch national struggle for freedom, instead of al Qaeda and Talban.
