March 1, 2010 A Statement by the Asian Human Rights Commission PAKISTAN: No clues as to whereabouts of Ehsan Arjemandi - Iran denies extradition The Asian Human Rights Commission has received conflicting information about Mr. Ehsan Arjemandi, a Norwegian citizen. The Federal Interior minister previously announced that had been extradited to Iran on September 6, 2009 where he was wanted on several charges, however, it is now believed that he is still being held in custody in Pakistan.
 Mr. Arjemandi, who arrived in Pakistan in August, 2009 for the first time in twenty years to see his relatives (in Balochistan province, Turbat and Mand) was on an intercity Aslam Dandahi Coach on August 7 to Karachi, when up to twenty vehicles intercepted the bus on the Zero Point Coastal Highway near the Uthal check post, about 12km from Uthal city. According to eyewitnesses, a group of armed men boarded the bus, covered his head with a black blanket and took him away in unmarked jeeps. He had been missing for almost a month when the government announced that he had been extradited to Iran.
Ehsan Arjemandi’s elder brother, Mohammad Arjemandi, informed the AHRC that the government of Pakistan has failed to reply to the letters from the by Chargés d’affaires of the Norway Embassy requesting information on disappearance of Arjemandi and news of his extradition. In October 2009 the Iranian government officially informed the Norwegian Embassy in Islamabad that Ehsan Arjumandi has not been transferred to Iran from Pakistan.
Mr. Terje Barstad, minister at Norwegian Embassy, Islamabad, has confirmed to Mr. Mohammad in January, 2010 that he received a report that Mr. Ehsan is in Pakistani custody in Quetta city, the capital of Balochistan province. Mr. Mohammad is maintaining continuous contact with the Norwegian Embassy who has acknowledged that Mr. Ehsan is citizen of Norway and it is their responsibility to locate the whereabouts of their citizens.
A Baloch-speaking army officer confirmed to the family that Mr. Ehsan Arjemandi is in military custody in Malir Cantonment, Karachi, the capital of Sindh province. He says that Ehsan is suffering from high blood pressure, diabetes type 2 and hepatitis C. The army source informed the family that Ehsan would be of very importance, particularly in the context of developments in the region.
There is fear that Ehsan may have been killed during his illegal detention and alleged torture and that the story that he has been extradited is merely to convince the family that the Pakistan authorities are no longer holding him.
This is not the first case of alleged disinformation about missing persons. The National Crisis Management Cell (NCMC) of government of Pakistan had announced that Mr. Zakir Majeed, a student leader of Balochistan, has been released and returned home on January 22 but the news proved to be false and he remains missing. It is feared that he might have been killed.
Disappearances and extrajudicial killings during detention have become a way of dealing with opponents in Balochistan where the army has so much power the civilian government cannot interfere in their affairs. The law and order has been handed over to the Frontier Corp (FC), a Para military force, instead of the police, and therefore, the proper and legal way of handling the crimes has been eroded and law has become subservient of the Paramilitary forces. When the process of law is not allowed to take the legal course then government has to rely on the conflicting and false information provided by the security forces. The behaviour of the law enforcement agencies in the Balochistan is no more than that of a colonial power who does not even allow people to gather in wedding ceremonies and memorial services. It is without doubt the foremost responsibility of the government to provide correct and true information about Mr. Ehsan Arjemandi who was arrested in August 7. The civilian government is now following the same methods against the people of Balochistan as the military government of Pervez Musharraf did before. Baloch Human Right Council (BHRC) of Canada would like to bring your attention to a Norwegian national Ehsan Arjemandi who has been disappeared when traveling from Balochistan( Pakistan) to Karachi on Friday 7th of August 2009.
Mr. Ehsan Arjemandi's family and friends believe that notorious Pakistan Inter-Services Intelligence (ISI) is behind this forceful abduction.
Mr. Ehsan Arjemandi went to Pakistan-Balochista n in the middle of July 2009, to visit his family members settled in Turbat and Mand(Balochistan) Pakistan. After meeting with his family members in Mand, he left for Karachi on August 7, 2009 by an inter-city bus service titled ‘Aslam Dandahi Coach’.
When the bus reached Zero point Coastal Highway near Uttal check post, about 12km away from Uttal city, some unidentified vehicles intercepted the bus, armed men got into the bus and took Mr. Ehsan Arjemandi out of the bus and covered his head with a black blanket and
took him away. According to the eye witnesses Mr Arjemandi was abducted by a team led by Military Intelligence officer Major Mohammed Shahid, who is posted in Mekran coastal Division.
Mr. Ehsan Arjemandi's family have not heard from him since his abduction. The family members say that Mr. Ehsan Arjemandi is suffering from heart disease and it is very likely that he is being tortured by the Pakistani security forces.
And we have just received a phone call from his family confirming that Pakistan Army has handed over Mr. Ehsan Arjemandi to Iranian Authorities and his arrival at Zahidan(Iran) prison has been confirmed.
BHRC and the family of Mr. Arjemandi believe that Mr. Arjemandi’s life is now in serious danger. As previously, several Baloch political activists who were handed over to Iranian Authorities, were hanged Publicly after brutal physical torture.
Mr. Ehsan Arjemandi has been a very active voice in Norway and Europe against the human rights violation in Balochistan. Mr. Ehsan Arjemandi had organized several peaceful processions in front of Pakistan Embassy in Norway against the illegal abduction of Political workers in Balochistan, where more than 8000 political workers have been made disappeared by Pakistan Military. BHRC believes that Pakistan Army and its extension ISI has conducted this abduction to punish Mr. Ehsan Arjemandi and at the same time silence the voice of Baloch Diaspora agaist Pakistan Army's brutalities in Balochistan.
BHRC-Canada appeals through this letters to Norwegian Government to put pressure on Pakistan and Iran with regard to the status of Mr Ehsan Arjemandi and other missing Baloch political activists who have been victims of state sponsored brutalities.
Please note that Mr. Ehsan Arjemandi's abduction had already been notified to the Norwegian Government in Oslo and to the related Embassies around the world, but Baloch around the world and the family of Mr. Ehsan Arjemandi is still waiting for the current status.

Members of a governing political party assaulted the Balochs , who were informing the representative of the High court of Pakistan about the illegal constructions on their ancestral land. According to the eye witnesses of the incident, at the time when the residents of Gatter Baghecha, an old town in Karachi where Baloch people are thought to be living for decades, came to explain the court’s representative about the illegal constructions done on their land a large group of the members of a governing political party Muthahida Qaumi Movement (party which belongs to the ethnic groups which miagrated from the eastern parts of India) assaulted the residents.
The members of the party chanted slogans for their leader and warned the people in front of the police and other security forces that Karachi belongs to them (M.Q.M.) and as quoted by one of the witness they (members) said “ We would do whatever we want, and if you refuse there wont be anyone to bury your bodies”. The security officials at the incidents preffered to stay quite which proved their loyalities towards the governing party, the Baloch residents of the place are under immense pressure from the mentioned racist party which has complete support of the government institutions.
Jawwad Baloch: The leader of the mentioned party is presently a resident of London, U.K., and we here appeal to the locals of U.K. to force the English government to take neccasary actions rather than proving the leader with an political assylum.
